Once upon a time there was a U.S. president considering military action. Fringe elements outside the government called him a "dictator," and conservatives complained that he was dithering, as the months went by without decisive action. This President gave several riveting speeches, but then some felt he failed to follow-up with clear action. They said he waited for the public to follow, when in fact the public was waiting for him to lead.
I am not speaking of President Obama and 2012-13. I'm referring to President Roosevelt from 1940-41.
